Red Cat Holdings has entered a strategic partnership with the Ukrainian state-owned enterprise Spetstechnoexport (STE) to collaborate on advanced unmanned and robotic systems.
This partnership, formalized through a Memorandum of Understanding (MoU), establishes a framework for cooperation across air, land, and maritime domains. The initiative is designed to integrate advanced technologies, expand production capabilities, and enable broader access to global markets for defense innovations from both the United States and Ukraine.
By formalizing this agreement, Red Cat is positioned as one of the first U.S. companies to establish a structured collaboration with a Ukrainian state-owned defense enterprise focused on multi-domain unmanned systems.
The agreement follows a recent joint event held in Ukraine where defense stakeholders, technology developers, and operational end users met to showcase emerging unmanned systems and identify specific areas for deeper technical cooperation.
STE, which operates under Ukraine’s Ministry of Defense, acts as a primary integrator for the country’s defense technology ecosystem by facilitating international partnerships and coordinating the export and scaling of advanced systems for active deployment.
Chris Ericson, Chief Operating Officer at Red Cat, commented, “This partnership reflects a fundamental shift in how allied nations collaborate to rapidly develop, scale, and deploy unmanned systems. Ukraine has become a proving ground for new defense technologies, and STE plays a critical role in connecting those innovations to global partners. Together, we are creating a pathway to accelerate capability development and deliver mission-ready solutions across multiple domains.”
Red Cat, a provider of all-domain drone and robotic solutions for national security, intends to use this collaboration to explore joint initiatives that address evolving mission requirements in contested environments. This move aligns with the company’s broader strategy to provide a fully integrated Family of Systems that combines aerial, ground, and maritime platforms with secure communications and scalable manufacturing.
The collaboration highlights increasing global demand for resilient and interoperable unmanned systems. Through the partnership, Red Cat and Ukrainian developers will work together to advance defense innovation and strengthen industrial capabilities to support modern military and security operations.
